Well, the name is kind of a misnomer. It's not quite a city. All of the buildings are pretty small, except for the Pokémon Center and the gym. Also, the entire city is on the beach -- it's a really wide beach. The sea is to the east, so the sun doesn't set over the water, but it does rise over it.
